Foi aprovado ontem (02/07) na Comissão de Defesa dos Direitos das Pessoas com Deficiência (CPD) o Projeto de Lei nº 443/2024, de autoria do deputado federal Eduardo da Fonte. O projeto prevê a obrigatoriedade da aplicação do Teste M-CHAT pelo Sistema Único de Saúde (SUS), destinado à identificação precoce de casos de Transtorno do Espectro Autista (TEA) em crianças de até 30 meses de idade.
O projeto altera a Lei nº 8.069, de 13 de julho de 1990, conhecida como Estatuto da Criança e do Adolescente, para incluir a obrigatoriedade de aplicação de protocolos ou instrumentos, como a Escala M-CHAT, durante as consultas pediátricas de acompanhamento infantil.
A M-CHAT é uma ferramenta reconhecida internacionalmente e aprovada pela Sociedade Brasileira de Pediatria, composta por 23 questões que devem ser respondidas pelos pais ou responsáveis e visa identificar sinais de autismo em crianças entre 16 e 30 meses de idade.
O deputado Eduardo da Fonte destaca a importância do diagnóstico precoce para garantir o tratamento adequado desde os primeiros anos de vida. “A detecção precoce do autismo pode proporcionar melhorias significativas no desenvolvimento cognitivo e comportamental das crianças, resultando em uma melhor qualidade de vida para elas e suas famílias”, afirma o parlamentar. Ele acrescenta que a inclusão desta prática no ECA promove a equidade no sistema de saúde brasileiro, democratizando o acesso ao rastreamento do TEA.
A obrigatoriedade do uso da Escala M-CHAT alinha o Brasil às melhores práticas internacionais de saúde pública na área do TEA. Além de ser uma ferramenta simples e de fácil aplicação, não representa um ônus significativo para o sistema de saúde, enquanto oferece benefícios inestimáveis para o desenvolvimento infantil e o bem-estar familiar. O uso do teste pode ainda reduzir os custos do SUS a longo prazo, pois o diagnóstico e intervenção precoces podem diminuir significativamente os custos associados ao cuidado de longo prazo de indivíduos com TEA, incluindo serviços de saúde, educação especializada e suporte social.
A proposição segue agora para a Comissão de Saúde (CSAUDE), a Comissão de Finanças e Tributação (CFT) e a Comissão de Constituição e Justiça e de Cidadania (CCJC). O relator do projeto foi o deputado Geraldo Resende.
