A Assembleia Legislativa de Pernambuco aprovou, nesta semana, o Projeto de Lei nº 365/2023, de autoria da deputada Simone Santana, que institui a Política Estadual de Defesa Civil. A nova legislação estabelece diretrizes para ações de prevenção, mitigação, preparação, resposta e reconstrução diante de desastres naturais, como enchentes, deslizamentos e estiagens, que afetam frequentemente a população pernambucana.
“A cada ano, vemos as mesmas cenas de dor causadas pelas chuvas e pela seca. Com essa lei, queremos mudar esse cenário, estruturando uma resposta permanente e eficiente para proteger vidas e reduzir danos”, afirma a deputada.
O projeto organiza o enfrentamento a desastres em três fases: antes, com ações de monitoramento e prevenção; durante, com socorro e assistência humanitária; e após o desastre, com reconstrução das áreas atingidas. A proposta também prevê a criação do *Fundo Estadual de Defesa Civil*, que permitirá captar recursos estaduais e federais para garantir respostas mais rápidas e eficazes.
Entre as diretrizes estabelecidas estão: a implantação de sistemas de alerta, o fortalecimento das Defesas Civis municipais e o estímulo à criação de núcleos locais de resposta. O projeto também reconhece os impactos sociais desiguais dos desastres, especialmente sobre populações periféricas e negras, e propõe ações com foco em justiça ambiental e social.
A construção da proposta contou com o apoio técnico da Secretaria Executiva de Proteção e Defesa Civil do Estado, representada pelo Coronel Ramalho. “A aprovação desse PL é um passo histórico. Pernambuco precisa estar preparado para enfrentar os efeitos das mudanças climáticas com planejamento e responsabilidade”, conclui a deputada.
