Frente Parlamentar da Micro e Pequena Empresa discute desburocratização do ambiente de negócios em Pernambuco

Representantes do setor público e da iniciativa privada se reúnem no Sebrae para debater entraves à abertura de empresas

A desburocratização do ambiente de negócios e a construção do novo decreto de Classificação de Risco de Atividades Econômicas foram os principais assuntos discutidos nesta quarta-feira (30), na sede do Sebrae Pernambuco, no Recife, durante a primeira reunião de trabalho após a instalação da Frente Parlamentar da Micro e Pequena Empresa – ocorrida na Assembleia Legislativa de Pernambuco (Alepe), no último dia 23. O encontro reuniu importantes atores envolvidos no processo de licenciamento de empresas no estado e também abordou temas como a Lei da Liberdade Econômica, a integração da REDESIM e o licenciamento rural em Pernambuco.

Um dos pontos levantados foi que, apesar de o Decreto nº 56.727/2024 ter ampliado para 847 o número de atividades classificadas como de baixo risco, na prática ainda existem muitos entraves para a abertura de empresas no estado. A discussão contou com a participação de representantes da Agência de Desenvolvimento Econômico de Pernambuco (Adepe), Corpo de Bombeiros Militar, Ministério da Agricultura e Pecuária (Mapa), Junta Comercial de Pernambuco (Jucepe), Agência Estadual de Meio Ambiente (CPRH) e Agência Pernambucana de Vigilância Sanitária (Apevisa). Do setor privado, esteve presente a Associação Pernambucana de Supermercados (Apes).

“A criação dessa governança é muito importante e vai gerar ainda mais força para Pernambuco. Atuamos em todo o estado, em várias frentes de trabalho como agronegócio, comércio, indústria, serviços, turismo e economia criativa. Porém, não adianta os esforços serem voltados apenas para o empreendedor como indivíduo, se o ambiente em que ele será inserido é hostil. Precisamos tornar esse ambiente mais confiável para as empresas, para que possam gerar emprego e renda. Os trabalhos dessa Frente vão dar muito certo porque cumprem o propósito de ajudar esses pequenos empreendedores a crescerem”, enfatizou a diretora técnica do Sebrae/PE, Josiana Ferreira.

A deputada estadual Débora Almeida, coordenadora da Frente Parlamentar da Micro e Pequena Empresa, também destacou a importância do trabalho conjunto. “Essa é a oportunidade que temos de desburocratizar e fortalecer o papel do Estado como parceiro dos municípios. Juntos, Alepe, Sebrae, Governo do Estado e instituições podem construir alternativas para que os empreendedores se regularizem, gerem emprego, renda e desenvolvimento, e ofereçam produtos e serviços de qualidade para os pernambucanos e todos os brasileiros. Há muito trabalho a ser feito, mas temos certeza de que teremos excelentes resultados”, concluiu.

Durante o encontro, também foram apresentadas informações iniciais do estudo que vem sendo desenvolvido pelo Sebrae/PE para identificar medidas que contribuam para a desburocratização e o fortalecimento do ambiente de negócios no estado. Entre as boas práticas mapeadas em outras unidades da Federação — e que poderão ser aplicadas em Pernambuco — estão a ampliação da integração da REDESIM, sua futura interface com o sistema Rural, a entrada única de dados e documentos para os empreendedores e a criação de portais institucionais mais claros quanto às exigências e procedimentos voltados aos donos de pequenos negócios.

Como próximos passos, está prevista a realização de reuniões individuais com cada órgão licenciador, com o objetivo de identificar, em conjunto, oportunidades de melhoria nos processos de licenciamento no estado.
