Em reunião com o ministro Haddad, governadora Raquel Lyra defende manutenção de incentivos às indústrias automobilísticas da região Nordeste

Governadores do Nordeste explicam que os incentivos são uma política de desenvolvimento e de redução da desigualdade regional

Em reunião realizada em Brasília com o ministro da Fazenda, Fernando Hadadd, e demais governadores do Nordeste, a governadora Raquel Lyra defendeu a manutenção do Regime Automotivo do Nordeste na Reforma Tributária. No encontro, a chefe do Executivo estadual explicou que já pleiteou à presidência do Senado para que os benefícios fiscais do Imposto sobre Produtos Industrializados para plantas automobilísticas nas Regiões Norte, Nordeste e Centro-Oeste sejam mantidos até 2032. O pedido é que os senadores conservem esse ponto na votação da PEC no Senado, retirado pela Câmara em julho. Durante a reunião, os governadores e secretários da Fazenda presentes também discutiram sobre o pacto federativo e equilíbrio fiscal dos estados.

“Não se trata de um mero incentivo fiscal e um benefício setorial. Esta é uma política de desenvolvimento regional, um mecanismo de fomento que se utiliza da característica estruturante do setor automotivo. É uma política de correção de distorções que se acentuam no decorrer da história”, ressaltou a governadora Raquel Lyra.

Em Pernambuco, a presença da indústria automotiva Stellantis, em Goiana, na Zona da Mata Norte, além da fábrica da Moura, em Belo Jardim, no Agreste, representa um importante movimento de desconcentração territorial da indústria automotiva e de autopeças no país. Para Pernambuco e os estados do Nordeste, a prorrogação até 2032 é fundamental para garantir a competitividade da indústria automotiva fora do eixo Sul-Sudeste.

O polo automotivo de Goiana, por exemplo, revolucionou a pauta de exportações do Estado. A partir de 2017, o polo exportou R$ 736,5 milhões e se tornou líder das exportações estaduais, uma importante contribuição dessa indústria para acelerar as transformações da economia pernambucana. O complexo gerou dinamismo de emprego, com crescimento médio de 5,6% ao ano. Além disso, entre 2015 e 2021, Pernambuco teve aumento de 28,4% ao ano na arrecadação do ICMS do segmento de fabricação automotiva, quando houve queda na arrecadação total pelo Estado.

“Quando colocamos uma indústria como a Stellantis na região canavieira, uma das mais modernas do mundo, sustentável, fazemos o filho do canavieiro sonhar em ser engenheiro, em ser designer, por exemplo. Se não colocarmos incentivo fiscal, a fábrica vai para qualquer lugar do mundo. E isso é uma decisão política, de colocar incentivos fiscais para colocar novas indústrias onde não há estrutura competitiva”, acrescentou a gestora, que destacou ainda que, para Pernambuco e os estados do Nordeste, a prorrogação até 2032 é fundamental para garantir a competitividade da indústria automotiva fora do eixo Sul-Sudeste.

Além de Raquel Lyra, participaram da reunião os governadores Elmano de Freitas (Ceará), Jerônimo Rodrigues (Bahia), Paulo Dantas (Alagoas) Carlos Brandão (Maranhão), João Azevedo (Paraíba) e Fátima Bezerra (Rio Grande do Norte), além do vice-governador de Sergipe, Zezinho Sobral. Os secretários estaduais de Pernambuco Wilson José de Paula (Fazenda), Rodolfo Costa Pinto (Comunicação), Fabrício Marques (Planejamento, Gestão e Desenvolvimento Regional), Túlio Vilaça (Casa Civil) e Fernando Holanda (Assessoria Especial) também estiveram presentes.
