Sancionada lei de Maria Arraes para combater feminicídio

Está em vigor a partir deste 1º de agosto de 2024 a Lei 14.942, que institui o programa Banco Vermelho, um marco na luta contra a violência doméstica e o feminicídio no Brasil.

O projeto, de autoria da deputada federal Maria Arraes (SD-PE), prevê a instalação de bancos pintados de vermelho em locais públicos, acompanhados de mensagens de incentivo à reflexão e informações sobre canais de suporte e denúncia, como o Ligue 180. “A lei é mais um avanço que reflete o compromisso do nosso mandato com a vida e a dignidade das mulheres brasileiras. Vamos seguir trabalhando com afinco na construção de uma sociedade em que as mulheres se sintam seguras e protegidas dentro e fora de casa”, ressalta Maria Arraes.

A parlamentar explica que os bancos servirão como monumentos de alerta e memória às vítimas de feminicídio, integrando as ações do “Agosto Lilás”, mês dedicado a iniciativas de prevenção à violência contra a mulher. Em cada banco, será possível obter meios de informação que possibilitem identificar os sinais de violência, denunciar a agressão e garantir suporte para a vítima.

O projeto foi apresentado em fevereiro de 2024 e tramitou rapidamente pelas comissões da Câmara dos Deputados e do Senado Federal, sendo aprovado por unanimidade. Em março, foi aprovado na Câmara, e em julho, no Senado, com parecer favorável da senadora Jussara Lima (PSD-PI), que destacou a importância de medidas concretas no combate à violência de gênero.

Segundo o 18º Anuário Brasileiro de Segurança Pública, o Brasil registrou 1.463 feminicídios em 2023, um aumento de 1,6% em relação ao ano anterior, alcançando o maior número desde a tipificação do crime em 2015. Isso representa uma morte a cada seis horas por crime de ódio motivado pelo gênero.

Os dados também destacam um aumento preocupante nos casos de violência doméstica. Em 2023, foram registradas 258.941 ocorrências em todo o País, um crescimento de 9,8% em relação a 2022 no número de vítimas de agressões dentro de suas próprias casas.

Em Pernambuco, os números são igualmente alarmantes. Somente no primeiro semestre deste ano, já foram contabilizados 37 feminicídios, uma alta de 15,6% em relação ao mesmo período de 2023, segundo dados da Secretaria de Defesa Social (SDS). Quase 27 mil mulheres também foram vítimas de violência doméstica/familiar, o que aponta para a necessidade urgente de ações como a do Banco Vermelho para ajudar a transformar essa realidade.

Além da instalação dos bancos vermelhos, a Lei 14.942 prevê o desenvolvimento de ações de conscientização em locais públicos de grande circulação de pessoas, assim como escolas e universidades, além de uma premiação para estimular iniciativas de enfrentamento à violência contra a mulher em todo o território nacional. “É uma proposta aparentemente simples, mas com capacidade de impacto direto no cotidiano. Imaginem um Banco Vermelho em cada entrega do Minha Casa Minha Vida, ou nas rodoviárias, nos aeroportos e no metrô. A informação salva vidas”, salienta Maria Arraes.
