Obra aguardada por quase um século garantirá mais mobilidade e eficiência logística para a Baixada Santista; leilão está previsto para ocorrer no mês de agosto
edital para a construção do Túnel Santos-Guarujá, o primeiro túnel submerso do Brasil e uma obra aguardada por quase 100 anos, foi lançado nesta quinta-feira (27) no Parque Valongo, em Santos (SP), em um evento que reuniu o presidente Luiz Inácio Lula da Silva, o ministro de Portos e Aeroportos, Silvio Costa Filho, e o governador do Estados de São Paulo, Tarcísio de Freitas. O empreendimento vai receber investimentos de R$ 6 bilhões e faz parte de uma parceria entre os governos Federal e Estadual, por meio do Ministério de Portos e Aeroportos.
Incluído no Novo PAC (Programa de Aceleração do Crescimento do Governo Federal), o túnel será a maior obra do programa federal e deve trazer mais agilidade e segurança no deslocamento entre os dois municípios. A concessionária que vencer o certame será responsável pela construção, operação e manutenção do túnel. O leilão está previsto para ocorrer em 1º de agosto deste ano e o empreendimento deve gerar 9.000 empregos diretos e indiretos.
“Esse túnel é a afirmação de um compromisso, é um ato de grandeza, esse entendimento entre o presidente Lula e o governador Tarcísio”, salientou o ministro no início do seu discurso.
“Agora, vamos fazer juntos uma obra que, depois de 100 anos, está saindo do papel. Essa obra vai trazer dignidade às comunidades, vai ajudar a mobilidade urbana, vai gerar empregos e renda e fortalecer o Porto de Santos, o maior porto público da américa latina. Em agosto estaremos juntos, batendo o martelo para a maior obra do Brasil e do setor portuário brasileiro”, garantiu o ministro.
“Nós só temos um lado, que é o do povo brasileiro”, disse o presidente Lula ao comemorar a parceria bem-sucedida do governo Federal com o estado de São Paulo. O presidente afirmou ainda querer cumprir uma promessa de campanha que é trazer o Brasil de volta à normalidade. “Voltar à normalidade é ter uma relação civilizada entre os entes federados. Precisamos nos lembrar para que fomos eleitos e fazer com que o povo sinta prazer em ser governado por alguém que está preocupado com ele.”
A obra histórica do Túnel de Santos-Guarujá vai permitir maior mobilidade entre as duas cidades, reduzindo o tempo da travessia entre os dois municípios, além de ajudar no desenvolvimento da região.
O governador Tarcísio de Freitas comemorou a parceria com o presidente Lula e os investimentos que estão sendo feitos na Baixada Santista. “O que era aguardado há muito tempo está acontecendo. Há 101 anos já se falava sobre essa obra e hoje estamos aqui, publicando o edital do túnel Santos-Guarujá. Presidente eu quero agradecer porque, desde o início, o senhor colocou esse túnel como prioridade. Não está na hora de disputas políticas, temos que atender aos cidadãos”, afirmou.
Mais acesso em menos tempo
Com 1,5 km de extensão, sendo 870 metros imersos, o túnel contará com três faixas de rolamento por sentido, incluindo uma exclusiva para o Veículo Leve sobre Trilhos (VLT), além de acessos dedicados para pedestres e ciclistas. Atualmente, mais de 21 mil veículos passam diariamente pelas duas margens utilizando balsas e catraias, além de 7,7 mil ciclistas e 7,6 mil pedestres.
Acesso às cidades, menos tempo no trajeto e mais segurança são os principais ganhos para a população que precisa fazer a passagem todos os dias. O tempo de travessia pela balsa atualmente vai de 20 minutos a duas horas, a depender de dia e horário, e o local forma filas constantes. Com a construção do túnel, o trajeto por via rodoviária vai durar menos de dois minutos.
Para a trabalhadora autônoma, Meire Rodrigues, o túnel vai diminuir o tempo de travessia e trazer mais segurança. “Sei que vamos economizar muito mais tempo e que a obra vai melhorar muito para as duas cidades e, espero, que ajude a revitalizar o centro de Santos”, afirmou.
Já para a professora e moradora de Guarujá, Célia, a obra do túnel vai facilitar a locomoção de todos, tanto de quem precisa fazer a travessia todos os dias, quanto para os turistas. “Eu atravesso de barca e é mais demorado e cansativo. E nem sempre consigo fazer o que preciso por conta do trajeto. Esse túnel vai facilitar muito a nossa vida.”
O estudante Ian Silva, também morador do Guarujá, comemorou a implementação do túnel como algo que vai trazer mais qualidade de vida. “Pegar a balsa todos os dias é cansativo e muito demorado. Eu faço esse trajeto todos os dias e, acredito, com o túnel, tudo vai ficar mais rápido: você chega mais rápido no lugar que você precisa ir e também volta para casa”.
