Ministro Silvio Costa Filho apresenta ao presidente Lula a maior carteira de leilões portuários da história do Brasil e ações de investimentos da pasta para 2025 e 2026

O ministro de Portos e Aeroportos, Sílvio Costa Filho, reuniu-se nesta sexta-feira (31) com o presidente da República, Luiz Inácio Lula da Silva, para definir as metas estratégicas da pasta para os próximos dois anos. O titular da Pasta apresentou a maior carteira de investimentos portuários da história do país, que receberá R$ 20 bilhões até 2026. O encontro contou com a participação da secretária executiva do MPor, Mariana Pescatori, dos secretários de Aviação Civil, Tomé Franca, de Portos, Alex Ávila, e de Hidrovias, Dino Antunes, e teve como foco também debater sobre o crescimento econômico e a modernização da infraestrutura do país.

Durante a reunião, os dirigentes discutiram estratégias para ampliar os investimentos públicos e privados em portos, aeroportos e hidrovias. A iniciativa busca impulsionar a economia e otimizar o escoamento da produção nacional, tornando o setor logístico mais eficiente e competitivo.

Costa Filho destacou que o setor portuário se consolidou como uma das prioridades para o desenvolvimento econômico do Brasil. Segundo ele, os investimentos já ultrapassaram R$ 20,65 bilhões nos últimos dois anos, mais que o dobro do registrado no governo anterior.
“A expectativa é que, até o fim do governo do presidente Lula, os investimentos do setor privado superem R$ 50 bilhões, reforçando nosso compromisso com a modernização da infraestrutura e o crescimento sustentável do país”, afirmou o ministro.

Entre 2013 e 2022, foram realizados 43 leilões portuários no Brasil, resultando em R$ 6 bilhões em investimentos. Sob a gestão do presidente Lula, a previsão é de que sejam realizados 50 novos leilões até 2026, ampliando os investimentos e a capacidade do setor.

No último ano, foram concedidas oito áreas portuárias em três diferentes regiões brasileiras, com destaque para o arrendamento do terminal localizado no porto de Itaguaí, no Rio de Janeiro, cujo valor de investimento ultrapassou R$ 3,5 bilhões – o maior já realizado no setor.

Para 2025, o Ministério de Portos e Aeroportos prevê a concessão de 21 empreendimentos portuários em quatro regiões do país. No total, essas áreas licitadas devem receber quase R$ 9 bilhões em investimentos.
Já em 2026, as concessões portuárias terão continuidade, com pelo menos 21 novos empreendimentos, sendo 17 arrendamentos de áreas portuárias e quatro concessões de canais, consolidando a maior carteira de leilões da história do setor portuário.

No setor aeroportuário, 2024 já registrou avanços significativos, com a entrega de 42 obras em aeroportos de todo o país. Os investimentos totalizaram R$ 3,2 bilhões, sendo R$ 2,7 bilhões oriundos de concessões e R$ 509,6 milhões provenientes de recursos públicos e privados, por meio do Fundo Nacional de Aviação Civil (FNAC) e da Infraero.

Para os próximos anos, está prevista a entrega de 40 obras públicas em 33 aeroportos, com um investimento estimado de R$ 1,5 bilhão por meio do FNAC e da Infraero.

Além disso, o Ministério de Portos e Aeroportos lançou o programa AmpliAR, que visa possibilitar a contratação simplificada das atuais concessionárias que operam no país. O objetivo é garantir a administração e manutenção de 102 aeródromos considerados estratégicos para o Brasil, com remuneração por meio do reequilíbrio dos contratos vigentes.

Cerca de 50 aeroportos da Amazônia Legal e do Nordeste poderão ser beneficiados pelo programa, com um potencial de investimentos que pode alcançar R$ 3,4 bilhões, fortalecendo a conectividade aérea e o desenvolvimento regional.
