O deputado federal Mendonça Filho apresenta, nesta terça-feira (18), emendas ao projeto de lei enviado pelo governo Lula ao Congresso, para garantir que todas as faixas salariais sejam beneficiadas e para evitar perdas bilionárias para estados e municípios.
“Se você isenta até R$ 5 mil, é necessário preservar a mesma proporção para as outras faixas de contribuintes. O governo vai isentar os rendimentos até R$ 5 mil, e quem ganha acima desse valor não pode ser prejudicado”, explicou Mendonça, que previu esse mesmo mecanismo no projeto apresentado por ele em fevereiro.
Com a mudança proposta pelo governo Lula, estima-se uma redução de cerca de R$ 25 bilhões anuais na arrecadação de estados e municípios. Por isso, o deputado apresentou também uma emenda para garantir a compensação dessas perdas por parte do governo federal. “Não faz sentido que estados e municípios percam receita, prejudicando na ponta a própria população, que sentirá prejuizos no atendimento a educação, saúde e assistência, por exemplo”, defendeu Mendonça, detalhando que, “de acordo com a Constituição, o Imposto de Renda retido na fonte sobre os salários de servidores públicos municipais e estaduais fica nos cofres dos respectivos entes federativos”, finalizou.
Escalonamento proposto no projeto de Mendonça e na emenda apresentada nesta terça-feira:
Até R$ 5.000,00: isenção;
De R$ 5.000,01 até R$ 6.255,86: alíquota de 7,5% com parcela de R$ 375,00;
De R$ 6.255,87 até R$ 8.301,72: alíquota de 15% com parcela de R$ 844,19;
De R$ 8.301,73 até R$ 10.323,74: alíquota de 22,5% com parcela de R$ 1.466,82;
Acima de R$ 10.323,75: alíquota de 27,5% com parcela de R$ 1.983,00.
